For your health and safety, CAPCA is accepting online utility assistance applications during the current COVID19 crisis. The Low Income Home Energy Assistance Program enrollment forms and supporting document may be uploaded below. To begin please click on the Online Submission Instructions below first to learn what is needed and how to apply.

The Regular Summer LiHEAP Program is expected to open July 13, 2020 (this program assists with gas or electric bill payments) The Crisis Summer LiHEAP Program is expected to open July 13, 2020 (this program assists with past due gas or electric bill payments). The program is temporarily allowing Crisis Assistance to be provided using a past due bill only, a shut off/disconnect notice is not required at this time.

Please note if you would prefer to complete the traditional LIHEAP Utility Assistance application and submit it via the mail or put it in the dropbox of your local CAPCA support office you can print one out by selecting the LiHEAP Application and click on the print icon in the upper right hand corner. Applications may also be picked up outside of each CAPCA support office. The Low- income Home Energy Assistance Program is designed to assist eligible  persons with utility bills.  A number of Individuals who participate in the LiHeap crisis program are enrolled in the Assurance 16 Program.  Assurance 16 builds upon the individual’s strengths and provides information  on ways to reduce their home energy needs. These programs operate only when funds are available. When available fans are provided to participants through our Fan Program.

When LiHEAP is not in operation other emergency utility assistance may be provided to eligible households, dependent upon available funding.
