Programmatic Services


The following programs are under the auspices of CAPCA

Housing/Weatherization – The Housing Program works in conjunction with the Weatherization Program when possible. The Housing Program allows for replacing or repairing roofs, installing wheel chair ramps, plumbing, electrical, installation of siding, floor repairs or replacements and installation measures for disabled accessibility. The Weatherization Program uses computerized audits and diagnostic technology to determine the energy-conservation needs of a home. All homes are subject to Lead Safe Work Practices where applicable.

Food Pantries/ Commodity Distribution – The food pantries provide emergency food to eligible persons. Nutritious recipes are included in each box of food. Recipes are in English and Spanish. The Commodities Program allows for distributions of government surplus canned and packaged foods at regular intervals.

LiHEAP – The Low-income Home Energy Assistance Program is designed to assist eligible persons with utility bills. Many individuals who participate in the LiHeap program are enrolled in the Assurance 16 Program. Assurance 16 builds upon the individual’s strengths and provides information on ways to reduce their home energy needs. This program operates only when funds are available.

Emergency Assistance – This program provides rental/mortgage assistance or temporary shelter when funds are available.

Head Start – Head Start provides a comprehensive child development program for preschool children.

Migrant and Seasonal Head Start – Provides a comprehensive child development for children ages 6 weeks to 5 years of age of families who work in agriculture.

Single Parent Scholarship Program - CAPCA is the fiscal sponsor for this program. This program awards scholarships to single parents who are pursuing a college degree.

Individual Development Account Program (IDA) - This program is a matched savings account that encourages eligible clients to save money and gain assets. Clients can save for a first home, attend college or job training or start a small business.
